Fight the linear corridor of four rooms, first three of which have 2 Wave Imps stalking you, and the last has 4. Once the 4 are dead, the [[Water Elemental]] will spawn. It has a percentile chance to load this item, so fingers crossed and autoloot on for the gems carried by all the Imps and the Elemental.

This is soloable by a superhero caster, but requires speed in clearing the kelp. Once the manta spawns, you can go and regen as it will not dissapear.
